CELINA CITY BOARD OF EDUCATION

SEPTEMBER 4, 2003

 

 

 

         The Celina City Board of Education met in special session on September 4, 2003 at 5:00 p.m. in the conference room of the Education Complex.  Mr. Bath led those in attendance in the Pledge of Allegiance.  Mr. Bath, Mr. Fetters, Mr. Gilmore, and Mrs. Piper answered the roll call.  Mrs. Lehman was absent.

 

03-175    Mr. Gilmore moved, Mr. Bath seconded, that the following resolution be adopted:

 

               WHEREAS, as a public board of education may hold an executive session only after a

               majority of the quorum of this board determines by a roll call vote to hold such a session and

               only at a regular or special meeting for the sole purpose of the consideration of any of the

               following matters:

 

A.     To consider one or more, as applicable, of the items with respect to a public employee or official:

 

1.            Appointment.

                     2.        Employment.

                     3.        Dismissal.

                     4.        Discipline.

                     5.        Promotion.

                     6.        Demotion.

                     7.        Compensation.

                     8.        Investigation of charges/complaints(unless public hearing requested).

             

               B.   To consider the purchase of property for the public purposes or for the sale of property at competitive bidding.

 

C.     Conferences with an attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action.

 

D.     Preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment.

 

E.      Matters required to be kept confidential by federal law or rules or state statutes.                 

 

F.      Specialized details of security arrangements where disclosure of the matters discussed might reveal information that could be used for the purpose of committing or avoid prosecution for a violation of the law.

 

               NOW, THEREFORE, BE IT RESOLVED, that the Celina City School District Board of

               Education, by a majority of the quorum present at this meeting, does hereby declare its

               intention to hold an executive session on item A-7, D listed above.

 

               And the roll being called on its adoption, the vote resulted as follows:

 

               Mr. Bath: Aye, Mr. Fetters: Aye, Mr. Gilmore: Aye, Mrs. Piper: Aye.

                    

               Thereupon, the President declared the resolution adopted.

 

               At 5:02 p.m. the Board went into executive session with the following persons present:

               The Board Members, Mr. Wiswell & Mr. Marbaugh.

 

               The President declared the meeting back into regular session at 5:25 p.m.

 

               Mr. Fred Wiswell, Superintendent, made the following recommendations:

 

03-176    Recommend approval of the following resignation:       

 

               1.   Patricia Stucky, Head Start Teacher Assistant, effective 8/31/03.

 

               Motion by Mr. Fetters, seconded by Mr. Bath.

 

               VOTE: Mr. Fetters: Aye, Mr. Gilmore: Aye, Mrs. Piper: Aye, Mr. Bath: Aye.

                           Approved.

 

03-177    Recommend approval of the agreement with the Ohio Association of Public School Employees Local #457 and the Celina City Board of Education.

 

1.  The classified wage rate schedule for the period from July 1, 2003 through June 30,

2004, shall remain the same as the existing wage rate schedule for the period from

July 1, 2002, through June 30, 2003. (Negotiated Agreement, pages 33‑34)

 

2.  Article XXX of the Negotiated Agreement (Retirement Contributions) is amended to add       additional subsection C:

 

  C. The Board will pay one percent (1%) of each classified non‑teaching employee's SERS pickup from July 1, 2003, through June 30, 2004. This provision automatically expires upon the expiration of the current Negotiated Agreement and shall continue in a successor agreement only if bargained.

 

               Motion by Mrs. Piper, seconded by Mr. Gilmore.

 

               VOTE: Mr. Gilmore: Aye, Mrs. Piper: Aye, Mr. Bath: Aye, Mr. Fetters: Aye.

03-178          Recommend approval to rescind resolution #03-157 – Head Start Staff Salary Schedule                   (1.5% COLA increase).

 

               Motion by Mr. Gilmore, seconded by Mr. Bath.

 

               VOTE: Mrs. Piper: Aye, Mr. Bath: Aye, Mr. Fetters: Aye, Mr. Gilmore: Aye.

                           Approved.

 

03-179    Recommend approval to adopt a Head Start Staff Salary Schedule .50% salary increase.

PART IV – Leave/Benefits

 

Administrators will be entitled to sick leave, personal leave, and ERIP, as well as any other fringe benefits that apply to the Celina Education Association.  All other leave/benefits will be contract specific.

            Vacation leave must be submitted for approval to the Superintendent at least ten days in

advance of use of leave on a vacation form.  Exceptions will be made if circumstances warrant by individual contact.

Administrators will be reimbursed at their respective calculated per diem rate for up to 3 unused vacation days per year.

 

PART V – Supplemental Contracts

 

            Local Professional Development Committee - $500.00

            Summer School Director - .0775% of Administrative Base Salary

 

PART VI – Performance Incentive Program (Optional)

 

            Performance Incentive Program:

 

Performance incentive plans may be earned upon the discretion of the Superintendent. These plans are voluntary and are based upon a written documented plan with comprehensive evaluation results. The compensation awarded will be paid by June 15th each year and are not a part of the administrative salary schedule.

 

Levels of incentive plans are:

Executive Secretaries will receive all fringe benefits (health, life, dental and their insurance benefits) that are available to all classified employees.  Their participation rates will be:

Executive Secretaries will participate in the optical reimbursement program as indicated in the OAPSE Local #457 contract.

 

Executive Secretaries may have the option to opt-out of all medical insurance premiums and receive 15% of annual medical premium provided notice is given by the Secretary to the Treasurer by September 15th of each calendar year.

 

   Part V - Leave

 

Executive Secretaries are entitled to all leave benefits as other classified employees.

 

Vacation leave will follow this chart:

                        1 - 9 years of service                 2 weeks

                        10 -18 years of service              3 weeks

                        19+ years of service                  4 weeks

 

   Part VI - Holidays

 

Executive Secretaries shall be entitled to the following holidays:

                        20 - 24 years of service             $200.00

                        25 - 29 years of service             $250.00

                        30+       years of service             $300.00

 

    Part VIII - Professional Growth

 

Executive Secretaries will be reimbursed up to $400.00 per year for professional growth for approved workshops or courses that are approved by their direct supervisor and enhance one's skills to perform one's duties.

 

Executive Secretaries will have their dues paid for their local and state organization up to $300.00 per year.

   Part VI - Certification / Professional Growth

 

The Board will pay the certification fee and costs associated with dues/workshops of the Ohio Food Service Association.

 

    Part VII - Evaluation

 

Cafeteria Managers will be evaluated annually in accordance with their job description.

 

    Part VIII - Longevity Credit
